Projects Update

PLCAC contractors and our union partners have been aggressively pursuing the available mainline work, having finished clean-up on the Canadian portion of Enbridge’s Line 3 Replacement Project. An industry observer recently remarked that the Line 3 Replacement project exemplified success in Canadian pipelining today. This mega-project flew under the radar, with minimal public or media attention, and was completed on-time, on-budget, without major incident and with record quality ratings. That is real value that PLCAC contractors can and do deliver to pipeline owners.

Contractors have secured projects which are now underway on TC Energy’s, NOVA Gas Transmission Ltd gas upgrade projects. Work is currently underway on the Grande Prairie Mainline Loop, McLeod North project comprised of 35 km of 48” as well as NGTL’s Western Alberta Mainline Loop, which is 24 km of 42” pipe. Construction is also kicking off this fall with two other NGTL spreads, on the Grande Prairie Mainline Loop (Elmworth Section 3) and Grande Prairie Mainline Loop 2 (Haullen).

Two PLCAC members were named general contractors for four of eight spreads on TC Energy’s, Coast Gas Link (CGL) project, which comprises 365 km of new construction of the total 670 km of 48” pipeline, supporting LNG Canada’s new Kitimat export facility. Work is planned over two construction seasons, with clearing and pre-work this summer and construction in summer 2020, after the migratory bird window. Pipeline representatives from the unions and general contractors have participated in CGL-sponsored community information sessions, discussing local hiring and local business opportunities and other points of interest and concern.

In late August, federally-owned Trans Mountain Corp. issued a regulatory Notice to Proceed to contractors. A PLCAC member has been named general contractor for three spreads of the Trans Mountain Expansion Project, including Spread 1 (Edmonton), Spread 4B in the North Thompson area and Spread 6 in the Fraser Valley. On August 27th, the PLCAC member general contractor for Spread 1 participated in an Edmonton Information Session to discuss construction impacts and mitigation, timelines and construction notifications
